PROJECT OVERVIEW

The Riverside County Transportation Commission, in partnership with Caltrans and the Federal Highway
Administration, is investing $472 million to improve Interstate 15. The 15 Express Lanes Project is adding two express lanes to I-15 in both directions, from State Route 60 to Cajalco Road, widening 11 bridges, and adding six soundwalls. The project will be built within the existing median and offer multiple entrance and exit points to the express lanes.

Construction began in April 2018. The new 15 Express Lanes are expected to open during the second half of 2020. RCTC is using a design-build method to expedite project delivery.

The project will:

  • Improve existing and future mobility along the I-15 corridor
  • Reduce traffic congestion
  • Expand the regional express lanes network
  • Create a choice for travel-time savings and travel-time reliability

RCTC is using a combination of federal and local sources to fund the project. Federal sources include a Transportation Infrastructure Finance and Innovation Act loan, and allocations from the Congestion Management Air Quality program and the Surface Transportation Block Grant program. Local funding is provided by Measure A, the voter-approved half-cent sales tax for transportation improvements in Riverside County.
